Tou com o mesmo problema, parece que os repositórios PT estão offline.
Mudei para o repositório principal e funcionou tudo 100%.

Deve ser uma situação temporária. Pelo menos espero, visto que sou uma vitima da discriminação de tráfego nacional/internacional dos nossos ISPs.

O mirror pt está down, mas existem alternativas, mesmo em mirrors portugueses, basta ira no synaptic a configurações>Repositórios> na aba do software Ubuntu existe um campo Transferir de > Outros> e escolher em Portugal (eu também sofro destas restrições estúpidas de tráfego nacional/internacional)
Neste momento estou a utilizar o mirror ubuntu.dcc.fc.up.pt (presumo que seja da Faculdade de Ciências da Universidade do Porto).

Depois que tive problemas com os repositórios locais passei a usar apenas os principais, e nunca mais tive problemas.
