A dica do Metalbobolic pode ajudar, mas como o artigo é de 2007 e o Ubuntu mudou um pouquinho desde então, eu poderia sugerir primeiro mudar o local dos repositorios.

Em Sistema => administração => Canais de software

ou em Sistema => administração => Gerenciador de Pacotes Synaptic [aba repositorios]

Alterar de => servidor principal

Para um servidor proximo a voce.

Se não funcionar, aguarde algumas horas até a sincronização dos servidores.

Pelo erro apresentado, é possível que os servidores dos repositórios estejam em manutenção, daí não serem encontrados.

Caso não seja corrigido, volte a postar aqui.
