Caro mstr,
Muito obrigado pela atenção.
Segui seu roteiro, passo a passo.
Se eu chamo apenas o tvtime, diz que não há sinal. Se eu chamo pelo video1, ele puxa a webcam...
E eu estou com a TV a cabo conectada na placa...

para setar a tv a cabo ou a tv normal no tvtime vc tem que entrar em:

gestão de canais ->  alterar a tabela de frequencias e escolher a que vc quiser

ta certo, e ta no /dev/video0 e dando conflito com sua webcam

tira webcam do computador que deve ser usb

reinicia

e tenta no tvtime que deve funcionar

apenas chamando tvtime

posta o arquivo /etc/modprobe.d/captura, vamos ver pq não esta direcionando para o /dev/video1

posta a saida de lspci -nn

Agradeço mais uma vez o esforço, amigo. É por esse tipo de coisa que eu estou migrando de vez para o Ubuntu, embora enfrente algumas dificuldades como essa.
Vamos lá: tirei a webcam e reinicei. Chamei tvtime. Ele continua dizendo que está sem sinal. E mexi na gestão de canais, ele não se modifica qualquer que seja a opção que eu coloque.

O arquivo /etc/modprobe.d/captura:
# cx88xx módulos
# quando inicializar o modulo cx88xx usa estas opções
# usar o /dev/video1, liberando o /dev/video0 para a webcam
alias /dev/video1 cx8800

# radio=1 para ativar o radio

Eu estou achando incrível isso que tá acontecendo.

A minha placa de captura, que é igual a sua, eu configuro duma maneira tão simples que não dá pra entender, como a sua não funciona.

Veja, o que eu faço, desde o Ubuntu 6.10 :

sudo gedit /etc/modprobe.d/options

Aí eu adiciono :

# Placa de Captura
options cx88xx card=27 tuner=38

Não estou brincando, é só isso.

Não dá pra entender, mesmo.

O Ubuntu sem dúvida é a melhor Distro.

o nome desta placa é Powercolor Real Angel 330

tem la na pagina mas parece que o card dela esta errado

e tem que instalar o tuner la explica como

se vc desistir nunca vai fazer ela funcionar

eu peguei essas coisas do topico de quem esta fazendo o firmware

mas ele não especifica a card e ai que começa o nosso problema

vamos tentar novamente verificar como esta sendo chamada

voce ja instalou estes pacotes, eles ativarão o tuner
instalando o firmwares:
1- instalamos o mercurial
   apt-get install mercurial

2- instalamos os firmwares (firmwares são módulos binários), tudo no terminal
   cd /lib/firmware
   sudo wget http://mcentral.de/firmware/firmware_powerangel.tgz
   tar -xzvf firmware_powerangel.tgz


vamos fazer o teste no terminal é só ir digitando, depois colocaremos as coisas no lugar certo
sudo modprobe -r cx8800
sudo modprobe -r cx88xx
sudo modprobe -r tuner

se vc verificar com lsmod vera que estes modulos não estão + carregados
se der erro altere a ordem deles
agora vamos carregar os modulos

sudo modprobe cx8800
sudo modprobe xc3028-tuner


não especificamos a card e o tuner esta sendo carregado a parte
com
dmesg | grep cx88
dmesg | grep tuner
verifique se existe alguma card diferente de 0
o tuner é 71 mas como estamos carregando ele a parte não é necessario descrimina-lo
conforme o que tinha achado

se isso estiver certo a card pode ser 1

e veja se o tvtime funciona

esse erro esta acontecendo pq no arquivo /etc/modprobe.d/captura

nesta linha 
options cx88xx card=3 tuner=71 radio=1 gbuffers=Y

tire o gbuffers=y é isso que esta dando o erro, gbuffers espera um numero

é melhor neste teste voce colocar um # na frente pq qdo inicializa o modulo ele usa estas opções e isso não é necessario agora pq o teste vai ser feito manualmente

e faça o teste anterior novamente

é incrivel como placas iguais não respondem igualmente
ja vi um monte dessas coisas e é dificil explicar
verifica com lspci -vnn e verifique se o subdevice ou subsystem é 14f1:ea3d
